Lawrence Summers

Lawrence Summers has been at the center of American economic policy for more than three decades. Known for his candor, he brings clarity to complex questions on markets, fiscal policy, and the forces driving long-term economic growth.

Lawrence H. Summers has served as the 71st US Secretary of the Treasury under President Bill Clinton, Director of the National Economic Council under President Barack Obama, President of Harvard University, and Chief Economist of the World Bank.

As Treasury Secretary, Summers oversaw the final years of the longest economic expansion in US history and was the last to leave office with a budget surplus. During the 1990s, he played a decisive role in managing financial shocks from Mexico to Russia and Asia; stabilising fragile economies at a time when globalisation was reshaping markets. In the wake of the 2008 financial crisis, Lawrence Summers was a central architect of the Obama administration’s economic response. He steered policies to shore up the banking system, rescue the auto industry, and prevent a deeper collapse.

A prolific thinker as well as a policymaker, Summers’ approach to crisis management is sometimes referred to as the “Summers Doctrine”. He blends a belief in market-driven allocation of resources with a conviction that governments must intervene aggressively when markets break down. His pragmatic brand of economic policymaking has made him a reference point for both advocates and critics of US financial policy.

Lawrence Summers’ five-year tenure as President of Harvard saw the university expand access for low-income students and deepen its investment in life sciences research, particularly in stem cells and genomics. Today, he is President Emeritus and the Charles W. Eliot University Professor at Harvard, where he directs the Mossavar-Rahmani Center for Business and Government.

Elected to the National Academy of Sciences and awarded the John Bates Clark Medal for the most outstanding American economist under 40, Summers has published over 150 scholarly papers and remains an influential voice in debates on fiscal policy, international finance, and technological change. He currently advises major financial and technology firms, sits on the boards of OpenAI and SkillSoft, and co-chairs global commissions on topics ranging from multilateral development banks to pandemic preparedness.
