Joseph Yam

A public servant for over 38 years, Joseph Yam has been central to the architecture of Hong Kong’s financial system. He was not only the founding Chief Executive of the Hong Kong Monetary Authority (HKMA) but one of its principal designers. Under his stewardship from 1993 to 2009, the HKMA became a global exemplar of monetary governance. 

Yam’s legacy is inseparable from the Linked Exchange Rate System, a mechanism he helped design and defend for over 26 years. Through successive global crises including the 1997 Asian financial shock, Hong Kong’s stock market intervention in 1998, and the 2008 global meltdown; Joseph Yam’s steady-handed leadership ensured that Hong Kong’s currency regime survived. Thus, cementing the territory’s reputation as a bastion of monetary stability.

Joseph Yam also played an instrumental role in Hong Kong’s emergence as the world’s first offshore renminbi centre. A strategic collaboration with the People’s Bank of China that helped lay the groundwork for the internationalisation of the Chinese currency. In recognition of his contributions to Hong Kong, Yam was awarded the highest honour of the Grand Bauhinia Medal by the Hong Kong Special Administrative Region Government in 2009.

Today, as a non-official member of the Hong Kong SAR’s Executive Council and a director on the boards of UnionPay International and Johnson Electric Holdings, Yam continues to shape policy and boardroom thinking. He also serves as Distinguished Research Fellow at the Lau Chor Tak Institute of Global Economics and Finance and holds honorary appointments at The Chinese University of Hong Kong.
