Jan Rosenow

Jan Rosenow is Professor of Energy and Climate Policy at the University of Oxford, where he leads the 34-person Energy Programme at the Environmental Change Institute and is Jackson Senior Research Fellow at Oriel College. He is also a Senior Associate at the Cambridge Institute for Sustainability Leadership and Affiliate Faculty at the University of Sussex.

Rosenow’s research focuses on energy demand, energy efficiency, electrification, renewable energy, and energy and climate policy, with a strong emphasis on the practical implementation of decarbonisation strategies.He has published extensively in leading academic journals and produced widely cited technical reports and policy analyses that have helped shape debates on the energy transition. In 2024, he was ranked among Stanford University’s top 2% of most-cited scientists worldwide, placing in the top 0.2% globally and top 0.4% in the energy field for citation impact. He was also ranked among the top 0.3% of energy researchers worldwide by ScholarGPS. His work and commentary have been featured by major international media, including The New York Times, Forbes, the BBC, ARD, El País, Der Spiegel, and The Guardian.

Rosenow has held advisory and board roles with organisations including the World Bank, World Economic Forum, International Energy Agency, and European Council for an Energy Efficient Economy. He previously spent two decades working across the private and non-profit sectors as a senior leader, analyst, and policy advisor. He has advised and briefed senior policymakers, including EU Energy Ministers at the Council of the European Union, and has served as a Special Advisor and expert witness to the UK and European Parliament.

Rosenow holds a Doctorate from the University of Oxford and an MSc from the London School of Economics, and has completed executive training at the University of Cambridge and the Florence School of Regulation. He is a Fellow of the Royal Society of Arts and the Energy Institute.
