Sharon Bowles

Baroness Sharon Bowles is a key architect of EU financial legislation, leading ECON during the eurozone crisis. A physicist-turned-lawyer, she influences market regulation and transparency. Now in the House of Lords, she champions smarter regulations and serves as a Non-Executive Director of the London Stock Exchange Group.

Baroness Sharon Bowles of Berkhamsted is one of the most consequential architects of modern financial legislation in Europe. As Chair of the European Parliament’s Economic and Monetary Affairs Committee (ECON) from 2009 to 2014, she was at the helm during the eurozone sovereign debt crisis, steering more than 40 pieces of post-crisis regulation that reshaped Europe’s financial system.

Her command of complex legislative detail and her ability to forge consensus placed her repeatedly on lists of the most influential figures in EU financial services. Trained as a physicist and mathematician, Bowles began her career in high technology. In 1981, she co-founded Bowles Horton, a specialist firm of European Patent and Trade Mark Attorneys.

For more than two decades, Sharon Bowles represented clients across semiconductor design, aerospace, telecommunications, and oil exploration. Bowles is known for combining legal precision with political dexterity. Beyond financial reform, she influenced accounting and audit legislation as a member of the Legal Affairs Committee. She was also a vocal advocate for market transparency and institutional accountability, once vying to become Governor of the Bank of England.

Since entering the House of Lords in 2015, Bowles has continued to press for smarter regulation. Her current Private Members’ Bill targets MiFID and PRIIPs rules that distort cost disclosures for investment trusts. The reform is supported by the Association of Investment Companies and watched closely by financial policymakers. Sharon Bowles also serves as a Non-Executive Director of the London Stock Exchange Group.

Bowles’ first-hand insight into the making of Europe’s post-crisis financial legislation is crucial in managing ongoing regulatory challenges facing markets today. She speaks with authority on topics including financial regulation, investment governance, the future of capital markets, EU-UK financial relations, and how technical expertise must inform policy.
