Randal Quarles

With decades of experience spanning Wall Street, private equity, and government, Randal Quarles offers unparalleled insights into economic stability, risk management, and the future of finance.

Randal Quarles has spent his career at the intersection of finance, policy, and regulation, shaping the global economic landscape with an analytical mind and a pragmatic approach. As a seasoned investor, policymaker, and financial strategist, Quarles has earned a reputation for his deep understanding of complex financial systems and his ability to steer through crises.

Quarles is presently the Chairman and co-founder of The Cynosure Group, a private investment firm that reflects his belief in the power of understanding hidden structures—whether in markets, businesses, or economies—to unlock long-term value. Before establishing Cynosure, Randal Quarles was a partner at The Carlyle Group, where he spearheaded investments in financial services during the 2008 crisis, demonstrating a keen ability to identify opportunity amid uncertainty. His expertise in risk and financial stability made him an indispensable figure in shaping modern economic policy.

From 2017 to 2021, Quarles served as Vice Chairman for Supervision at the Federal Reserve, the first to hold this position. In this role, he was instrumental in strengthening the resilience of the US financial system, ensuring stability in an era of unprecedented challenges. As Chair of the Financial Stability Board from 2018 to 2021, he played a pivotal role in the global response to the COVID-19 crisis, working alongside G7 and G20 leaders to prevent economic collapse.

His influence extends far beyond regulatory oversight. With six Senate confirmations over four presidential administrations, Quarles has shaped financial policy at the highest levels. He has served as Under Secretary of the US Treasury, Assistant Secretary for International Affairs, and US Executive Director at the International Monetary Fund (IMF).

Randal Quarles’ intellectual foundation lies in philosophy and economics, having graduated summa cum laude from Columbia University before earning a JD from Yale Law School. He often credits his philosophical training with shaping his analytical approach, recognising that even seemingly simple financial systems are built on intricate, underlying structures that can be understood and improved with the right perspective.

On stage, Quarles dissects complex financial and policy issues with clarity, offering audiences practical insights into the forces shaping the global economy. Whether discussing financial stability, investment strategy, or the future of monetary policy, he delivers thought-provoking perspectives with the authority of someone who has shaped the system from within.
