Sir Paul Tucker spent over three decades at the Bank of England, culminating in his role as Deputy Governor from 2009 to 2013, during which he played a central role in responding to the global financial crisis and reshaping international financial regulation. He was a member of the G20 Financial Stability Board’s Steering Committee, chaired its Working Group on Cross-Border Bank Resolution to address the “too big to fail” problem, and served on the Board of Directors of the Bank for International Settlements. He also chaired the Basel Committee on Payment and Settlement Systems.

At the Bank of England, Tucker served on all of its major policymaking bodies, including the Monetary Policy Committee, Financial Policy Committee (Vice Chair), Prudential Regulation Authority Board (Vice Chair), and the Court of Directors. His earlier roles included leading teams on monetary policy, market operations, and financial stability, as well as working in bank supervision. Tucker also held secondments in the private sector and in Hong Kong, where he contributed to post-crisis reforms of securities markets and regulation following the 1987 crash. In recognition of his contributions to central banking, he was knighted in 2014.

Tucker is the author of Global Discord: Values and Power in a Fractured World Order, which explores the geopolitical and legitimacy challenges facing the international economic and legal systems in light of China’s rise. His earlier book, Unelected Power: The Quest for Legitimacy in Central Banking and the Regulatory State, addresses the governance of independent regulatory bodies, especially central banks, in a democratic society. The book has been praised by scholars including Dani Rodrik, who called it “masterful,” and Larry Summers, who deemed it “profoundly important.”

In addition to his research and writing, Tucker holds several other appointments. He is a Senior Fellow at Harvard’s Center for European Studies; President of the UK’s National Institute for Economic and Social Research; a Governor of the Ditchley Foundation; a Director of the Financial Services Volunteer Corps; and serves on the Advisory Board for Yale’s Program on Financial Stability. From 2016 to 2021, he chaired the Systemic Risk Council, an independent body of former senior policymakers committed to promoting financial stability. He also served as a Director at Swiss Re from 2016 until April 2025.
