Matthew Tilleard is Co-Founder and Co-Managing Partner of The CrossBoundary Group, a pioneering investment firm that unlocks private capital for sustainable development across emerging and frontier markets. He has spent his career designing innovative investment models that demonstrate how commercial capital can accelerate economic growth, expand access to infrastructure, and deliver meaningful social impact.

Under Tilleard’s leadership, CrossBoundary has pioneered new approaches to blended finance and infrastructure investment. These include CrossBoundary Energy, the first dedicated investment fund for commercial and industrial solar in Africa and CrossBoundary Energy Access – established in partnership with the Rockefeller Foundation and private investors, finances distributed solar-storage mini-grids that expand access to reliable electricity for underserved rural communities. Through CrossBoundary Advisory, the firm also provides investment and economic advisory services across developing economies, designing innovative financing mechanisms that attract investment into frontier and conflict-affected markets.

Before founding CrossBoundary, Tilleard was a strategy consultant at Boston Consulting Group, where he co-founded Ripple.org, a nonprofit platform that raised more than US$1 million for charitable causes. He later served as a policy adviser to Australian Indigenous leader Noel Pearson before moving to Afghanistan to help establish Harakat, the Afghan Investment Climate Facility, an innovative US$50 million initiative to remove barriers to private sector development. He also led the design of financing facilities in Afghanistan and Sierra Leone and helped establish an innovation unit for the United Nations Secretary-General.

He holds a Master of Public Administration from the Harvard Kennedy School, an MBA from Stanford University as a Fulbright Scholar, and Bachelor of Laws and Bachelor of Science degrees from the University of Melbourne.
