Masaaki Shirakawa

Masaaki Shirakawa is the former Governor of the Bank of Japan. He led the country through the Global Financial Crisis and became one of the first central bankers to explain how ageing populations, weak productivity and social change, rather than monetary policy alone, will shape the future of the global economy.

As Governor of the Bank of Japan from 2008 to 2013, Masaaki Shirakawa led the world’s third-largest economy through the Global Financial Crisis, persistent deflation and the aftermath of the Great East Japan Earthquake and Fukushima disaster. Yet it is Shirakawa’s reflections since leaving office that have made him one of the most thoughtful voices in economics today.

Drawing on more than four decades at the Bank of Japan, Shirakawa challenges conventional economic thinking. He argues that monetary policy alone cannot solve structural problems. Instead, sustainable prosperity depends on understanding the interaction between demographics, productivity, technology, politics and social institutions.

His work increasingly focuses on one of the defining challenges of the 21st century: ageing societies. Using Japan as a case study, Shirakawa explains why declining populations affect far more than labour supply. They influence innovation, public finances, political priorities, social mobility and even the willingness of societies to invest in future generations. While many see artificial intelligence and automation as inevitable solutions, Shirakawa offers a more measured perspective, arguing that technology succeeds only when supported by the right institutions, incentives and societal readiness.

Having witnessed Japan’s asset bubble, the lost decades and the Global Financial Crisis firsthand, Masaaki Shirakawa also speaks with unusual authority on financial crises and policymaking under extreme uncertainty. He believes that preserving financial stability often demands difficult decisions long before they become politically acceptable. Central banks, he argues, must remain independent while maintaining public trust, balancing technical judgement with democratic legitimacy.

His insights extend beyond Japan. Shirakawa examines how geopolitical fragmentation, currency movements, labour shortages and demographic change are reshaping advanced economies worldwide. Rather than offering short-term market predictions, he helps audiences understand the structural forces that will define economic growth, inflation and financial stability for decades to come.

Today, Masaaki Shirakawa is Distinguished Guest Professor at Aoyama Gakuin University, a member of the Group of Thirty, and the author of Tumultuous Times.
