A former judge, barrister, and professor of human rights law, Kay Firth-Butterfield brings ethical clarity to one of the defining technological challenges of our time: how to govern intelligence we no longer fully understand.

As the world’s first Chief AI Ethics Officer in 2014 (years before ChatGPT was a glint in Silicon Valley’s eye) Firth-Butterfield was already confronting questions the industry is only now scrambling to answer. Who decides what counts as harm in a system trained on biased data? How do we distribute the benefits of AI when half the planet is still offline? And what kind of brake pads do we install on a machine built for speed but not safety?

Her six-year tenure as Head of AI at the World Economic Forum turned these philosophical problems into frameworks for global action. She convened heads of state and tech CEOs in Davos, assembled councils chaired by the likes of Brad Smith and Kai-Fu Lee, and helped shape international norms on everything from AI auditing to quantum ethics. Now, as CEO of Good Tech Advisory, she works with governments and companies to design governance systems that match the scale and stakes of modern AI.

But Kay Firth-Butterfield isn’t just a technocrat. She’s a cultural critic in judicial robes. Whether citing Jane Austen to explain algorithmic bias or likening responsible innovation to driving a Porsche with airbags, she reminds audiences that AI isn’t just technical—it’s political. And right now, she warns, it’s being governed by too few. “A tool controlled by a small group of people, mostly concentrated in Silicon Valley,” she says, “isn’t just a market failure. It’s a democratic one.”

Firth-Butterfield speaks with urgency about how generative AI is reshaping labour, information, and governance. But also about what’s being left behind: women, the Global South and the digitally disconnected. At Spain’s FinAI Summit, she put it plainly: nearly half of Americans haven’t heard of ChatGPT. “We can’t talk about an AI revolution,” she said, “if half the room doesn’t even know it’s happening.”
