Guntram Wolff

Prof Dr Guntram Wolff is a European public policy expert and professor of economics at Université libre de Bruxelles.

Wolff was the Director and CEO of the German Council on Foreign Relations from 2022 – 2024 (DGAP (DGAP). From 2013 – 2022, he was the director of Bruegel, a Brussels-based think tank on economic policy in Europe. Wolff has more than 20 years of experience advising European governments, international organisations, parliaments and corporate boards. Since 2013, he has been speaking twice a year to the Economic and Financial Affairs Council (ECOFIN).

Wolff is an expert on European integration, geo- and defence economics, climate policy and macroeconomics. His research has been published in top academic outlets such as Nature, Science, Energy Policy, Journal of Banking and Finance, Foreign Affairs and in leading media. His co-authored book The Macroeconomics of Decarbonisation is published in Cambridge University Press.

From 2012-2016, Wolff was a member of the French Council of Economic Analysis. He also was a member of the then-IMF managing director Christine Lagarde’s advisory group on the Fund priorities, a G20 high level group on pandemic prevention financing headed by Tharman Shanmugaratnam, Lawrence H. Summers and Ngozi Okonjo-Iweala. In 2020, Business Insider ranked him one of Europe’s 28 most influential thinkers and shapers. He is also a member of the European Council on Foreign Relations.

Wolff’s past work experience includes roles at the European Commission and the German Bundesbank. He earned a PhD in economics from the University of Bonn and has studied in Bonn, Toulouse, Pittsburgh, and Passau. He has also taught economics at the Universities of Pittsburgh and Brussels, and is fluent in German, English, and French.
